Can Work-Study be Cancelled, Reduced, or Increased Anytime?
YES. Federal Work-Study may be cancelled if:
- If the Federal Work Study Awards within 14 days from the awarding date the awards will automatically be declined and cancelled. Students are given 14 days from the date of awarding to find employment. If job placement is not made within 14 working days FWS awards may be cancelled. Generally, a work study job should be located within two weeks. It is recommended that students and supervisors establish a work schedule that enables the student to spread hours of employment evenly throughout the year while meeting and supporting the needs of the employer.
- Student who do not work on a continuing basis or discontinue employment over a one month period of time of non-employment may result in cancellation of FWS award for the entire year. Students who cannot work during a particular semester or would like to work fewer hours should discuss it with their supervisor and contact the Office of Financial Aid.
- Students who do not maintain Satisfactory Academic Progress (SAP).
YES. Federal Work-Study award may be reduced if:
- There are not sufficient funds to cover projected earnings due to funding limitations; it is possible that FWS allocations may be reduced for all students. In addition, an early end date may be established upon which all FWS students must cease working. Should either of these occur, the student and their supervisor will be notified.
YES. Federal Work-Study may be increased if:
- There are FWS funds available, and students still have unmet need.
- Students and supervisors must complete the Work-Study Increase Request form.
-
Where can Student Employees Work?
- There are a variety of jobs available through the FWS program. Many college offices and departments hire students as clerical support, reading tutors, computer lab assistants, teaching assistants, etc.
- FWS positions must not involve construction, operating, or maintaining any part of a building used for religious worship or sectarian instruction.
-
How Many Hours per Week can Student Employees Work?
- Students are only allowed to work a maximum of 20 hours per week for any position during the fall and spring semesters.
- Students may work up to 30 hours per week during terms of non-enrollment (winter and summer breaks). Students and supervisors must complete a Work-Study Terms of Non-enrollment Form.
-
How Students can Check Remaining/Balance of Hours
In general, most students are awarded up to $5,000 in Work-Study earnings for the year or $2,500 per semester. Based on a pay rate of $17 ($17.27) per hour, the student may work up to 147 hours for the semester. If the student employee works during any breaks before, during, or after the spring semester, this should be factored in so that the student does not exceed their Federal Work-Study allowance. Any earnings from the winter break (between Fall and Spring semesters) is applied towards Fall and any earnings from the summer is applied towards the Spring.
Student workers have access to the balance of their hours after the Payroll hours are updated in Banner. Please allow up to 1 month after each pay period for the hours to be updated. The pay for each time period is entered into the student’s award by the Financial Aid office. Supervisors should check directly with their student employees on the balance of their hours. Students may access the information through their Río Hondo student portal as follows:
Step 1: Go to Río Hondo main page and click on AccessRío located at the top of the page.
Step 2: Click on the Finances tab in the left column
Step 3: Student should see the 2024-25 Financial Aid Requirements Box on the right side of the screen. They may need to scroll down. Below that, is the Student Work-Study Box which shows the amount awarded, balance and total hours remaining to work:
Calculation of Remaining Hours:
Federal Work-Study Award: $5,000
SUBTRACT earnings listed on website: -$2,640
SUBTRACT earnings from the last 2 pay periods: -$900
EQUALS remaining eligibility: $1,460
DIVIDE remaining eligibility by $17 (hourly rate of pay) = remaining hours: 86 -
Can Student Employees Hold More than One Job at the Same Time?
YES. Students may hold two or more work study jobs simultaneously as long as the total hours do not exceed 20 hours a week. However, students may not participate in more than one work program such as federal work-study and LAEP (Learning Aligned Employment Program). Supervisor(s) and The Office of Financial Aid will coordinate employment earnings, but students should also monitor their earnings so that they do not overspend/exceed the Work-Study allotment.
-
What are the Steps After Being Hired and Offered a Position?
- The supervisor will provide the student with all the required employment forms and documents.
- Before a student begins to work, they must go to the Office of Financial Aid to submit all employment documents.
- Students cannot begin working until all payroll documentation has been received and you have received confirmation from The Office of Financial Aid.
-
What are the steps to being rehired or continuing my current position of employment?
- Student employees who have not worked at Río Hondo College for 3 or more years must complete a new hiring packet. Please see “what are the steps after being hired and offered a position” for more details.
- Student employees who have worked in a position within the last 3 years need to submit a Continuation of Employment and Change Form. Student employees should get this form from their supervisor and submit it to the Financial Aid Office at least 1 month prior to restarting or extending their employment.
- Student employees are “universally terminated” at the end of each academic year (end of summer as summer is considered the “trailer” term). To continue employment, students and their supervisor must submit a Continuation of Employment and Change Form and receive approval from the Financial Aid Office. Students must also file a new FAFSA and requalify in order to continue employment under the Federal Work-Study and/or CalWorks program for any subsequent academic year.
- Student employment assignment may end at any time at the discretion of the supervisor and based on the needs of the department.
- The supervisor/employer may dismiss and/or give a written warning to a student employee for several reasons including, but not limited to, unsatisfactory work, attendance, improper conduct (theft, physical/verbal abuse, misuse of equipment, falsification of records, and disclosure of confidential information). The supervisor/employer has the right to immediately dismiss a student employee according to that department’s internal policies and procedures.
-
How and When are Students Paid?
- An electronic time sheet must be completed and uploaded to the Financial Aid shared timesheet folder. Only supervisors may access and submit the timesheets.
- Supervisors must initiate the timesheet with their student employee and must upload the completed time sheet to the Work-Study employment timesheet folder.
- Supervisors must upload the timesheets by the 1st and the 16th of each month following each pay period and must do so no later than 12pm unless the 1st and the 16th fall on a weekend or holiday/campus closure.
- When time sheets are submitted on time, students are generally paid on the 10th and 25th of the following month in which they worked. Late time sheets may result in late FWS payments.
-
What are the Student’s Responsibilities?
- Maintain Satisfactory Academic Progress (SAP)
- Maintain enrollment 6.0 units or more per semester.
- Work the scheduled hours that are established by the supervisor.
- Report to work on time.
- Monitor the Work Study earnings and do not exceed the authorized amount.
- Complete and submit timesheets to your supervisors in time so that they can submit the timesheet by the deadline.
- Consider the employer’s needs as well as ones own when requesting time off.
- Refrain from conducting personal business on the job (surfing the web, watching social media on personal devices, etc.)
- Perform the work satisfactorily and to the best of ones ability.
- Take the job seriously. The experience a student gains in a Work-Study position can be invaluable and can help a student build their resume.
Supervisor Information
Student workers are not meant to be ongoing or permanent workers of the District or to be utilized as replacements for regular classified positions. Employment opportunities for students are designed to provide a balance between the academic pursuits of a student and the operational needs of a department.
One of the challenging aspects of supervisor responsibility is balancing the special needs of students as employees with ongoing departmental needs. Supervisors need to be flexible with student work schedules, particularly during exams and extra-curricular activities. Always remember that a student’s primary purpose for being at RHC is their education. At the same time, it is important that students engage their FWS job responsibilities professionally. This posture of professionalism must be fostered by RHC Supervisors. One noteworthy aspect of fostering a professional environment is ensuring that they always have work to do.
A common misconception with the Federal Work-Study Program is that students should be allowed to “study while working”. This is not the objective of the program; students should not be paid for studying. Ideally, the work a student performs will have either a direct or indirect educational value, but that does not mean students should be paid to study. With proper planning, all FWS Student workers will have tasks to complete when they work. One suggestion is to maintain a list of tasks with low priority that always need to be done. The student can find work from this list when higher priority tasks and day-to-day functions are accomplished. If you find there is absolutely no work, it is acceptable to release a student for the day. This should not happen regularly. However. if a student continually has no work you may encourage the student to apply for other employment.
As a supervisor of a FWS student, you are a significant part of the program. The purpose of this guide is to inform you about the policies and procedures of the FWS Program.
FWS Policies and Procedures
-
General Regulations and Policies
- FWS employees may only work a maximum of 20 hours a week (period of 7 consecutive days) while they are enrolled, and school is in session.
- Students may submit a request to work up to a maximum of 30 hours a week during breaks of non-attendance (i.e. winter or summer break).
- Winter hours between the fall and spring terms will be applied towards the fall Work-Study allocation. Summer hours will be applied towards the spring Work-Study allocation.
- Student employees may not work more than 8 hours in one day. No overtime is allowed.
- May not work in construction, the operation, or maintenance of any part of a facility used for religious worship or sectarian instruction,
- Be used to replace a full-time staff position, or
- Work during their regularly scheduled class time
- Employers may not accept voluntary services from any paid FWS student.
- Students working through FWS must be paid for all hours worked.
- If the student’s full FWS award has been earned, any hours worked beyond those covered by the award must be paid by the department’s district funding.
- FWS employment may not include work connected with an institution’s non-related revenue-generating activities.
-
Work-Study Eligibility Requirements and Awarding Process
Work-Study eligibility requirements:
- Student must complete a Free Application for Federal Student Aid (FAFSA)
- Be determined eligible and be awarded FWS
- Be enrolled in at least six (6) units for Fall and (6) units for Spring semesters
- Maintain Satisfactory Academic Progress (SAP)
- If selected for verification documents must be submitted to financial aid and file must be finalized to determine eligibility
- Student enrollment may be checked during the term to ensure that student enrollment is fulfilled.
- After every term, the student’s enrollment, SAP and eligibility will be re-verified
Work-Study financial aid awarding process:
The Financial Aid award year begins July 1st and extends until June 30th of the following year. All FWS students must have a new financial aid application (FAFSA) in order to maintain eligibility for employment beyond June 30th. Continued eligibility is not a guarantee (See Who is Eligible for FWS below). FWS students do not get offered or awarded till late July/August. All FWS employment won’t begin till two weeks prior to the semester starting.
- Reported “Yes” they are interested in Federal Work-Study on FAFSA. At the time of packaging, it will be placed on the student’s award. Please note: The amount awarded will gradually be paid out to the student as the paid-out amounts are earned.
- If the student answers “No” please do not encourage them to go back into their FAFSA and make changes (The Financial Aid Office will make changes).
- Any student interested in FWS but was not awarded due to initial ineligibility or lack of Work-Study funds may submit a Work-Study Study Request form and will be placed on the FWS waitlist. Any funding that opens up throughout the academic year will be awarded on a first come first serve basis.
Financial Aid Award/FWS Revisions
Student awards are subject to change based on a student’s estimated financial contribution (EFC), which is determined by their FAFSA. A student’s EFC may be adjusted when awarded federal grants and/or department scholarships etc. As a result, there are times when a FWS Award may decrease because students become eligible for additional grants such as Cal Grant, Pell Grant, Scholarships etc. Departments will be informed as soon as possible when changes occur.

- Working the total daily amount of hours as defined by the assigned work area.
- The student is expected to arrive to work on time, take breaks, and leave work as scheduled by your supervisor.
- Developing the work schedule that reflects the needs of the assigned area and the needs of the students that the program serves.
- The student should inform the supervisor if they are unable to work the agreed upon hours. A change in the student employee work schedule requires advance authorization from the supervisor.
- The student employee should let their supervisor know of any changes to a class schedule that would affect their ability to work.

Student Employment During Breaks of Non-enrollment
FWS awards is traditionally awarded for fall and spring semesters. However, students may request to work during periods of non-enrollment (i.e. winter and summer break). A separate Work-study Term of Non-Enrollment Form is required to be submitted to the Financial Aid Office prior to the break. Student employees may work up to 30 hours per week during those periods of non-enrollment.
Students and Supervisors should keep in mind that if the student employee is planning to work during any breaks before, during, or after the spring semester, this should be factored in so that the student does not exceed their Federal Work-Study allowance. Any earnings from the winter break (between Fall and Spring semesters) is applied towards Fall and any earnings from the summer is applied towards the Spring. If the students current Federal Work-Study award amount is not sufficient, the student and supervisor may submit a Federal Work-Study Request Form to increase their award.
In addition to the Work-study Term of Non-Enrollment Form and to qualify, students must intend to enroll for the subsequent term at least half-time, submit the FAFSA, and demonstrate financial need. Any wages earned during these break periods should be intended towards educational related expenses for the subsequent term.
For the fall semester, continuing FWS students will be contacted in the month of July/August and new FWS students will be offered FWS before the Fall semester begins.
Students who are transferring out of Rio Hondo College and are not returning may not continue employment beyond the last day of the term or June 30th for the summer.

Sick Leave, Meals and Breaks
In accordance with the State of California Department of Industrial Relations, Division of Labor Standards Enforcement, the following applies to rest and meal periods:
Sick Leave:
For the purposes of this informational piece, the term “employee” shall refer to all hourly, short-term employees and student employees hired and processed through the human resources office and paid through the college’s payroll department.
Eligible employees who work 30 or more calendar days (Each day they report to work counts as a day for purposes of the labor code within the fiscal year whether or not the employee works 1 hour or 8 hours in the day), are provided 24 hours (3 days) of sick leave.
Student employees are allowed to accrue and use sick time. For every 30 hours worked a student will earn 1 hour of sick time only after working 30 days. Sick time will be reflected on their pay-stub but for hours to be reflected, the student must enter their time through the Kronos timesheet system. Please contact Mary Chen in Human Resources regarding any Kronos and sick time questions. She may be reached at [email protected] or 562-463-5154.

In general, most students are awarded up to $5,000 in Work-Study earnings for the year or $2,500 per semester. Based on a pay rate of $17 per hour, the student may work up to 147 hours for the semester.
Please allow up to 1 month (2 pay periods) after each pay period for the hours to be updated. The pay for each time period is entered into the student’s award by the Financial Aid office. Supervisors should check directly with their student employees on the balance of their hours. Students may access the information through their Rio Hondo student portal as follows:
