Support for Black Lives Matter - 07/07/2020 Whereas, in response to both currently and historically disparate treatment of and systemic racism against Black communities, RHC faculty assert that all black lives matter; Whereas, the RHC faculty have a responsibility to understand, and intentionally work to challenge forms of injustice in our curricula, our classroom cultures, and our relationships with our students, and each other; and Whereas, the RHC faculty are committed to making our community a safe space for the practice of equality and equity, for the building of understanding, and for the active engagement of social justice; Resolved, the Academic Senate encourages faculty to engage students in ongoing critical reflection and discussions concerning systemic inequities and racial and ethnic bias; and affirm the right of Black students to be free of hate and violence and treated with respect and dignity; and Resolved, the Academic Senate condemns racism in all forms and implores faculty to denounce hate, violence, and all forms of oppression for communities of color. |
Synchronous Instruction for Honors Classes - 07/07/2020 Whereas, Honors classes at Rio Hondo College have never been taught in an online format before; Whereas, Honors class size limits are smaller to allow for greater interaction and support; and Whereas, Rio Hondo College has declared that lecture classes, including Honors classes, will be held remotely for Fall, 2020; Resolved, the Academic Senate implores faculty teaching honors classes to conduct classes synchronously during their scheduled times; and Resolved, the Academic Senate implores faculty teaching honors classes to allow for asynchronous learning if a student in unable to attend synchronously. |
Pass/No Pass Grades During Pandemic - 04/07/2020 The Academic Senate recommends that, for Spring 2020, the deadline to select the P/NP grading option be extended through May 15, and that students are recommended to meet with a counselor prior to changing their grading option from a letter grade to a P/NP in order to discuss the potential implications for transfer admission. The Academic Senate further recommends that the units for which the “NP” is recorded not be considered in probation and dismissal procedures, and that the limitation of allowing one P/NP course per semester be suspended. |
Excused Withdrawals During Pandemic - 04/07/2020 The Academic Senate recommends that, for Spring 2020, students be given the option of an excused withdrawal (EW) and that students should not be required to provide documentation verifying their extenuating circumstances. The Academic Senate further recommends that all F grades shall be automatically converted to an EW for Spring 2020, and that students be given the option of having no evaluative symbol recorded. |

Engage in Equity-Minded Practices - 11/1/2016 Whereas the California Community College Chancellor’s Office (CCCCO) has implemented the Board of Governor’s Student Equity Policy; Whereas the CCCCO has directed each college to develop specific goals/outcomes and actions to address disparities that are discovered, disaggregating data for indicators by student demographics; Whereas RHC has submitted a plan to the CCCCO that describes the implementation of each indicator, as well as policies, activities and procedures as they relate to improving equity and success at the college; Whereas our RHC institutional data has identified disproportionately impacted student populations across all indicators; now, therefore, be it Resolved, that the Academic Senate urges the RHC faculty to engage with and implement equity-minded practices to support the student equity efforts at RHC to create equitable outcomes for all the students we serve. |
PE Credit for Military Service - 10/4/2016 Whereas, current awarding of units due to military service is covered by our AP 4236; and Whereas, CSUs and other community colleges currently award credit for military service; and Whereas, there is demonstrated need for returning service personnel to have health-related training tailored to their needs; and Whereas, the RHC counseling faculty have recommended that those returning military service personnel utilize the health and fitness services and classes offered by RHC; Therefore, be it resolved that the Academic Senate recommends that for the local Associate degree, the 2 unit PE course requirement be waived using the DD-214; and Be it further resolved that for transfer, students may be awarded 3 units for CSU GE certification in Area E using the DD-214; and Be it further resolved that for elective units, students may be granted up to 14 units toward electives per ACE recommendations using the DD-214; and Be it further resolved that the Academic Senate recommends that the RHC counseling staff faculty and staff urge these students to utilize the health and fitness services and courses offered at Rio Hondo College. |
Review of Administrative Retreat Rights - 10/4/2016 Whereas, Rio Hondo College Board Policy 7250 and Education Code 87458 specify administrators whose “assignment has expired or is terminated” have the right to be reassigned as a “first-year probationary faculty member”; and Whereas, student success is of paramount importance; and Whereas, Board Policy 2510 and Title 5, require that the District consult collegially with the Academic Senate regarding student success; and Whereas, student success is achieved by ensuring that qualified faculty are providing high-quality education; and Whereas, Board Policy 7250 specifies that the Board of Trustees shall rely primarily upon the Academic Senate to determine that an administrator possesses minimum qualifications for employment as a faculty member; and Whereas, Board Policy 7250 specifies that an administrator can become a first-year probationary faculty member only if there is an available position for which the administrator possesses minimum qualifications; Therefore, be it resolved that the Academic Senate charges the Academic Senate President to express these concerns to the Administration and the Board of Trustees, and using student success as the primary concern, highly recommends that an immediate review of the current practice be undertaken to ensure that our faculty are and will continue to be of the highest quality, and that the Board of Trustees rely primarily upon the judgment of the Academic Senate in determining the administrator’s qualifications as dictated by Ed Code 87458. |

Resolution Against Hiring Non-Tenure Track Full-Time Faculty - 4/19/2016 Whereas faculty who are employed in a full-time non-tenure-track capacity are less secure in their positions, and Whereas, full-time non-tenure-track faculty tend to have less of a long-term commitment to the College (District), and Whereas, full-time non-tenure-track positions potentially attract a lower number of fewer applicants, and Whereas, these employees tend to stay with the College for shorter periods of time compared to full-time tenure-track faculty and that incurs expenses involved in hiring and training replacements, and Whereas, such employee turnover incurs disturbances in the delivery of services to students, and Whereas, such positions may adversely affect the District in times of workforce reductions, therefore Be it resolved that the Academic Senate recommends and urges the District not to participate in the practice of hiring full-time non-tenure-track faculty and to make every effort to carefully, methodically, and purposefully plan for future hires. |

Faculty as- signed to those targeted sections will have the opportunity to opt out of the pilot study.
